Black Cell Compliance always strived to interlink cybersecurity controls with regulatory requirements to enable compliance with various control frameworks and legislative instruments. With the adoption of the CER Directive (EU 2022/2557) and its Hungarian implementation, Act LXXXIV of 2024 (Kszetv.), many organizations in Hungary are facing fresh requirements. If your company is designated as a critical entity by the Member State legislation, you’ll need to:

  • Appoint a qualified Resilience Manager and register them with the authorities, National Directorate General for Disaster Management of the Ministry of Interior (BM OKF).
  • Create and submit a Resilience Plan, using the official structure prescribed by the authority.
  • Be ready for inspections carried out by BM OKF and in some cases, sectoral bodies.

How We Can Help

Our Compliance team worked on critical infrastructure protection for years, from finance to healthcare, utilities and public administration, so we understand the balance between idealistic regulatory obligations and harsh operational realities. With our new service targeted at organizations falling under the scope of Kszetv., we can:

  • Guide you through the Resilience Planning process and make sure the documentation stands up to scrutiny.
  • Provide an outsourced Resilience Manager, available 24/7, to handle communication with the authorities and support you during inspections.

Practical Approach to Compliance

Our philosophy has always been simple: compliance should support resilience, not get in the way of operations. By offering both advisory support and outsourced roles, we help critical entities stay on the right side of the law while enabling to keep focus on their core mission. If your organization is affected by the new requirements imposed by Kszetv., or you just want to understand what’s coming under the CER Directive, we’re here to help.
